Compressed gas cylinders can be shipped, but they're ORM-D material so you can't ship them on airplanes. No hazmat fees, just need to label the box on 3 sides "ORM-D compressed gas", same as a can of pepper spray, refrigerant or a box of CO2 cartridges.
Loaded small arms ammunition is ORM-D cartridges. Loose gunpowder and primers are hazmat, UPS charges a hefty fee for that stuff.
