Neutral safety switch? Interlock to prevent the engine from starting if
the computer does not think it is in neutral?

I'd start with the starter, checking connections, including the engine ground
strap. One day The White Whale ('87 300TD) failed to crank over, just a click
from the starter solenoid. At some point in the diagnosis, I decided to make
sure the engine wasn't locked up, so I crawled underneath and put the wrench on
the crankshaft and... I could not turn it by hand! I was flabbergasted. I was
having a hard time accepting that the engine was locked up, so I decided to
pull the starter and get that tested.
So'nuf, bad starter had "locked" the engine, and all was right again in the world once I had a new starter in place.
