The original post also said 1500 watts.   I suspect the "3 hp" is a sears roebuck and co rating.   Way more then "optimistic"   More like fraudulent.  1hp = 33,000 ft lb/min.

3hp = 2200+ watts. Too much for a 15a outlet...
