Not in itself but your ability to mix to the strength you want is a big
advantage in vinegar. Got something heavily rusted? Add a bunch of crystals.
Something delicate? Use fewer.
Its cheaper (5# for $20 delivered from Amazon has lasted me 8 years.) and
doesn't smell as strongly.
Mixed strong (say 8 tsp per gallon) citric is more effective than regular
vinegar. There is a "cleaning vinegar" that would probably match...

removal.Once the rust is gone a couple hours of naval jelly adds the phosphor
that helps key the paint.
You could use evaporust (or other similar) which will work faster but costs
significant $$.
