Can't speak for Arizona but in my experience it's not difficult for the current owner to get a replacement title if the original is lost. Go to the BMV with ID, they look up that you own the vehicle, and they issue a replacement title (maybe some delay as I think the titles are printed and mailed from a central location).
I've had lost titles replaced once or twice. Not a big deal at all. Something smells about this deal.
