They need a copy of the factory service manual, and they need to properly adjust (and perhaps repair) all the throttle linkages first. If they can't do that, you'll need to take the car to a garage that can do that. The service manual is free online (but painful to use to get to the proper pages).

Usually a rough idle is due to a bad injector or two, unbalanced injectors, valves out of adjustment, or a leak in a fuel line allowing air into the system. Rough idle at start-up (while engine is below operating temperature) can also be caused by a bad glow plug or two. The only parts of the injection pump that may contribute to a rough idle are the delivery valves. The copper sealing rings (and perhaps the springs) need to be replaced every hundred thousand miles or so.
