Yes that's right Scott. There is pretty general consensus on vaccinating 75 year olds. The federal decision to make it available to everyone over 65 is a bit more controversial; 40% of the deaths have been nursing home patients and many feel the oldest should be vaccinated first.
Anyway yes, the vaccine has to be manufactured and then stored at various locations during distribution. It will take awhile to get enough vaccine distributed to vaccinate everyone down to age 65. I think they are seeing more people turn it down than expected; personally seeing what Covid did to my sister I am happy to have received a couple of doses even though it did give me the equivalent of the flu for a couple of days each time.
