That'd be pretty easy, I'd think. You could preheat the WVO with a steam coil, if you carried some kerosene as starting fuel. Locomotives used to do this when they ran heavy fuel oil, which is like Jello at room temperature.

The main problem with steam engines is the fuel economy is poor. Because they're external-combustion engines, you end up losing a lot of heat to the environment before the steam even gets to the engine.
