No, it’s fraught with political patronage. That, and partisan polarization 
isn’t ideological as it is here, it’s strategic, as in the parties trying to 
hold the state and control it’s resources. In other words, the party in power 
uses inducements to try and and recruit non-ideological voters that are 
ambivalent. Party competition is based on populist ideals (the rich versus the 
poor, for example.) This is what happened in 2012 when extreme pluralism took 
place and fringe groups gained a significant number of seats in Parliament.

Much of their fiscal problems revolve around these issues - the old 
sociopolitical arrangement where voters and politicians coordinated their 
actions, with individuals benefitting from the state at the expense of public 
good.
