That happened a few years ago here during Dorian. We were forecasted to get 
10-12ft surge (which would have put charleston under about that much water) but 
the storm veered offshore. I rode my bike to the beach and the water was way 
out, even at a high tide, lower than low tide. It was really weird. I think the 
storm was 20-30mi directly offshore at that point and it was sunny a bit to 
north.  It was really weird.
