I think the license (ATF???) to make and launch pounds of propellant
isn't any harder to get than a blasting license.
But I have no idea what is required for clearance to shoot an 87lb
rocket through the airliner altitudes.
I wasn't surprised that it went ballistic after running out of fuel, but
I was very surprised it was ballistic from 60k feet to 290k feet. That's
a long way to coast straight up.
