Officers were dispatched before 11 p.m. for a 911 call about a possible burglary at a towing business on Atkins Street, according to the incident report. At the scene, officers found Herman Reed Jr. fatally shot. The 911 caller was also at the scene, police spokesman Harve Jacobs said. He has not been charged in the shooting. "At this point investigators are reviewing all evidence in the case and are consulting with the Charleston County Solicitor's Office and the Charleston County Coroner's Office," he said in a statement. The incident report identified the caller as a 62-year-old man. The two men were strangers to each other, the report states. Reed, a North Charleston resident, was on probation at the time of his death after pleading guilty last year to theft-related charges, according to court records. City police officers dispatched for a theft report Oct. 11, 2021, found Reed lying underneath a car outside a body shop on West Montague Avenue, according to an incident report. An electric saw was stuck in a pipe leading to the vehicle's catalytic converter and Reed had a black bag containing extra batteries and a backup saw blade, the report states. Reed pleaded guilty in December 2021 to three counts of damaging property to obtain metals. He was sentenced to time served and five years of probation, court records show.
