It isn't.  Fuel-powered plants are on-demand, and nothing else (even hydro, to 
a point) is.
They're playing a shell game.  Wind and solar can be useful, and even 
necessary.  But
not sufficient.

There are days when the wind don't blow and the sun don't shine.  But power 
demands
are more continuous than that, so fossil/nuclear must be deployed to take up 
the slack.
Along with hydro draw-downs.  (Grand Coulee dam, one of our largest, is also 
just about
the best equipped of such for that purpose, courtesy of the Banks Lake 
auxiliary reservoir.)

If they're decommissioning a coal plant, perhaps because it's old and in need 
of replacement
anyway, then nationwide there's probably a new coal or gas plant going in 
somewhere else
to make up for it.
