I went to Lowes and got Rustoleum primer, and some silver. Turned out that the silver was "bright", and the directions stated that "bright" is not for outdoors use. Since I do plan on leaving these wheels outside, I then sprayed them with two coats of clear - Krylon I think - that reduced the "bright" to normal silver.
