Weekly Retail On-Highway Diesel Prices (February 19, 2007)(data release
2/20/2007)

Beginning in June 2006, U.S. Environmental Protection Agency (EPA)
regulations
required that petroleum refiners and importers must ensure that at least 80
percent of the volume of highway diesel fuel they supply be Ultra-Low Sulfur
Diesel (ULSD).  All 2007 and later model year diesel-fueled on-highway
vehicles
will be equipped with emission control systems that require ULSD, which
cannot
exceed a maximum sulfur content of 15 parts per million (ppm).  

By December 2010, all on-highway diesel will have to be ULSD.  California
has
accelerated the schedule, with retail stations required to sell only ULSD by
September 2006.  Between 2006 and 2010, both ULSD and low sulfur diesel
(LSD) may
be offered for sale outside of California, with some diesel fuel outlets
carrying
both fuels and others choosing to sell only one or the other.

Until recently, EIA has collected the price of on-highway fuel without
distinguishing the sulfur level. Recently, the weekly on-highway diesel
price
survey began collecting diesel prices for Low Sulfur (LSD), diesel between
15 ppm
and 500 ppm sulfur, and ULSD separately.  These data were then analyzed to
determine the accuracy of the prices by sulfur content.  On February 20,
2007 EIA
will begin releasing the additional sulfur price information that is
determined
to be accurate during the transition period of LSD to ULSD.
