Isn't the cure for Zenith carbs spelled "Weber" ???

Got this 69 250, dual carbs etc. I never drive it but been playing with it here and there to get it road ready. Seems to run decent but will not start unless you pour a little gas down the carbs. Once it starts, it will keep running. Probably not perfect but not too bad. Sure it needs to be adjusted. Even after warmed up, if you shut it off and try and restart it right away, will not start unless gas is poured down the carbs. Since I am a diesel man, I have no clue where to start.
