Interesting that all the text is Russian, while it's a propaganda

For what it's worth...........
Here is the translation of the text above the Benz police car:
"Among a motor-vehicle pool there are Japanese and South-Korean
models. But separately is evident quantity of Mercedes which here are
known exclusively under the name Benz (the Asian tradition).

And below pic:
Benz — the favourite machine of North-Korean leaders. In mausoleum
Ким Ир of Hay except for the mummy it is established on eternal
parking SEL 500 on any porcelain jacks. Same it is possible to
explain the marks let out by mail КНДР with Benz's image. From
here, probably, and design of some traffic signs:

Granted, not a perfect translation. But, one solution to traffic
jams is obviously to deny most people the opportunity to own a car.

Take care,

When you are chasing starving peasants or kidnapped Japanese women,
hobbling on foot or bicycles, you could probably get by with an old
wheezing Yugo or Flintstonemobile. But then again, it is a socialist
workers' paradise achieving untold grandeur under the benevolent guiding
hand of the Dear Leader, whose name we sing praises to night and day
(and who also has A Very Powerful Hairstyle), so maybe I am wrong.
