Not at all. Pretend it's hydraulics, if it'll help. Not much happens if you hook _both_ sides to the high pressure line! You should be able to measure the resistance between the two pins of the clutch. Coupla ohms? Hook +12V AND GROUND to it and it should clack. If it doesn't, then yes indeed it is bad.
