The issue with the EU is not Apple's, but the music
industry's.  The labels have different coontractual
arrangements in different countries, which forces
Apple to have different iTunes stores in each area
that requires different terms for the labels and
artists.

This is the jist of the conflict going on in Denmark
between their government and Apple.

It's not an Apple issue - the record labels have to
standardize their royalties and terms across the
board.
