Well, tried out the Harbor Freight welder today. Worked OK I guess, I
have nothing to compare it to and no prior experience, but I was able
to get a patch of 1/8" steel welded onto the mower deck where I needed
it.

Observations -- the wire drive housing is entirely made of plastic
except for the pinch rollers. Worked OK though.

It has four current settings, controled by two switches, i.e. a binary
code: 00, 01, 10, or 11. Sorry, couldn't help injecting a little
computer humor.

The power cord is not near long enough, it's about 6 feet or so. Sort
of makes it hard to achieve the recomendation in the manual to work at
least 35 feet away from any combustible material. I'm going to
replace it with about 20 feet of heavier gauge, so I can weld out in
the driveway.

The ground clamp is low quality, like the clamp on a set of low-end
jumper cables. Need to upgrade that at some point.

The hand-held face shield it came with worked OK but I'll have to get
a proper welding helmet if I end up using this thing regularly.

Could not tell if the deck was galvanized and could not find a
respirator anywhere that was open today so I set up a fan and
positioned myself "upwind" of where I was welding.
