One of the best days I ever had in college was when I marched into the registrar's office and explained that I wouldn't be taking English 1. They seemed surprised "everybody takes English 1". Does everybody get a perfect score on the Test of Standard Written English? No? Gee maybe those other people should take English 1.

The govt doesn't have a good record for many of the things they do - govt run education is another of the things they do poorly, IMO.
