90's?  I am pretty sure it was a requirement at least by the 70's to have 
shoulder belts.  I have never seen a GM car without shoulder belts and I 
have owned many from the 80's.  You sure it was just not hacked up? 
Actually, nevermind, I see you were talking about the rear seat.  No, I dont 
think 80's and early 90's had them in the rear, just lap belts.
