I have no idea what gasoline and diesel fuel prices are in China and India. In Europe, they are roughly double what we pay here, the difference largely being due to taxes.
Some oil producing countries (Venezuela, Middle East countries) sell at artificially low prices domestically because the government owns the production and it makes the citizens happy.
