No, its not fuel enrichment it adjusts, its the boost. With no vacuum the turbo defaults to NO boost. You have to have full vacuum to the turbo to get boost. When everything is not like it should be, the turbo vents vacuum so you get no boost. No boost equals no fuel enrichment. You could just run a vacuum line straight to the turbo, but you would not have any overboost protection or anything. Very dangerous.
