Ah, yes. What was the non turbo, 3.46:1 or so? If the odo and speedo are off by about the same amount, I do think there's probably nothing wrong in the speedo head. Either it's the wrong speedo, the wrong tires, or the wrong diff. The tires would have to be way off to make a 4" difference in diameter, but 15% seems quite feasible for a diff/speedo mismatch.
