"Free shipping" is based on order amount because "free shipping" is used to motivate customers to buy more. It's the same with my business. I offer $10 off any order $125 and up or $25 off any order $250 and up. And because of these specials, the majority of my orders fall into the $125 - $150 and $250 - $300 ranges.
I used to do the same with orders to Rusty when the 300SDL was my main driver. I'd order parts and would add in oil & fuel filters to reach the "free shipping" point. This really is the best way to order from Rusty anyway, regardless of who is really paying for shipping. Once you pay to ship the part you need, you pay very little extra to throw in a few filters and a can of diesel purge.
