Your asking two different things. A TV signal, (antenna, CATV) is a modulated signal with video and audio on the same cable with a threaded "F" connector. To view it requires tuning to a particular channel, say 3 or 4. A portable DVD player probably has video an audio on separate outputs on RCA connectors. (all three are the same except for the color). To view RF will require a tuner to turn it into "base band" video and audio. There are computer cards that do this. To view baseband on a computer monitor that only has an HD15 "VGA" connector, you need a scaler.
