Hi Alan,
    Along with the option of replacing the fender with new ones is the 
option of cutting the old fender back to a place where there is no more 
rust.  There are Patch Panels available to allow the replacement of just the 
damaged area.  The new Patch Panel is welded into place, then the fender is 
repainted to match the existing paint.

    As far as removing the old fender, depending on the adhesive used, it 
can be devilishly difficult to remove - often requiring heat applied in 
large quantities.

    But the above is just one more option.  You might find a used fender 
with a good lower section allowing you to make your own patch panel.

    Regardless of which you decide on, I suggest you put a coating of POR15 
on the interior surfaces - they are normally well hidden and susceptible to 
rust so anythng you do to slow the rust monster down will be rewarded.   You 
should talk to the POR people and ask what new products they have.  POR is 
designed to go on over rust (Paint Over Rust) - if you have no rust it may 
not adhere as well as some other products.
