Everybody else can be holed up conserving their precious liquid fuel, I'll drive an electric car powered by wood... Seriously during WWII the Germans had alot of wood gassification digesters to power cars (or so I've been told). At the very least we can go down that route. Even if worst comes to worst using a steam traction engine is way more efficient than a pack of horses. Then there is bio-fuel, which a Farmer can grow. Hydrogen is perhaps another option if there are enough nuclear power stations to produce the stuff.
