It wouldn't gain you any energy, and would only be of use
if it changed the volume/pressure/density characteristics such
that it coupled better to a turbocharger.  Moreover, it'd have
to be significantly better than designing the vane system correctly
for what was there without water.

Thermodynamics.  It's not for sissies.
