I think users can understand what "public" and "draft" without knowing what "phase" is. "divergent" also seems understandable without Googling. I'm not sure about "phase". Anyway, since we can always customize these (ex. `dialect.py`). From an internal UX point of view, I'm fine with whatever chosen.
