I've had a few of these (as DC assignments). Factorization level 1 is WRONG. The correct value can be obtained from the database files - you need nofactor.zip (and the unpacking tool decomp). If you get one a sobviously wrong as this, the best thing to do is to manually change the factoring depth in worktodo.ini. 64 is about right for 8 million range exponents.
