The server is having problems with exponents in the 8-10 million range. For reasons unknown it seems to have forgotten how far these exponents have been factored. I'll restore this info as I make these exponents available for double-checking. As to why you got a first test, I can think of two possibilities: 1) The server was confused. 2) Several months ago I made dozens of these "small" exponents available as first-time tests because the first test had errors.
