That's correct. Basically, Mesa's been using and even/odd numbering scheme for many years now. An odd-numbered release like 7.1 denotes a development release (usually lots of new features/changes). After 7.1 has been out for a bit, the plan is to make a stable 7.2 branch just for bug fixes. The trunk will then be open again for new development.
