There are a few places in Mesa where we check the GCC version and have
alternate code paths.  It looks like almost all of the checks go away if
we require GCC version of at least 3.3.0.  The last 3.2 (or earlier)
release was in April of 2003.  It seems safe to remove support for a 7
year old version.  Opinions?
