At some stage we're definitely interested in the gpu_program4 extension.
I'm not sure the older ones will ever be pulled in.

There is more than just these few pack/unpack opcodes to support gpu4
though.  I don't see much point keeping them hanging around as
placeholders until somebody commits to do the real work of implementing
the extension.

Basically I'd like to see them removed until they actually get used, at
which time they're welcome back in...
