Migrate to Apache wiki and de-activate github wiki

We currently keep all documentation in the github wiki at
www.github.com/mesos/mesos/wiki. This should be migrated to an apache wiki
(which must first be set up by filing an INFRA ticket) and then de-activated.
This is a step towards more fully migrating from the github project services to
apache project services.
