Your best bet is to open the stacks you want in browse tool mode as
modeless, and choosing the pointer tool (which will affect all topLevel
stacks):

modeless "my stack"
go cd 2 of stack "my stack" as modeless

Other options might include setting the cantModify stack property, or
perhaps using a suspendStack/resumeStack to change tool.
