no reason. I neglected to keep it in the IETF ID because I was trying to slim things down and weed out what was unused in our earlier spec. (I think there are a few other elements that didn't make the cut but don't remember what they are offhand). I've now tried to make the site reflect the fact that the ID is not a final thing. thanks for bringing this omission up!
