no reason. I neglected to keep it in the IETF ID because I was trying
to slim things down and weed out what was unused in our earlier spec.
(I think there are a few other elements that didn't make the cut but
don't remember what they are offhand).

I've now tried to make the site reflect the fact that the ID is not a
final thing. thanks for bringing this omission up!

I also ought to update the current released spec (2 yrs old), the last
spec draft is about a year old. working on the ID has meant the other
spec has not been updated and maintained.

use changelog.

what apps/project is this for?

no current apps that I'm aware of use changelog, which was why it
wasn't included in the ID.
for instance, I don't think users would see changelog info in any
apps, but in DTA you see description.
