my lab is working on lentiviral construct that must to include in this order:

Promoter--precursor miRNA --IRES--GFP--- 

precursor miRNA is in the fact premiRNA plus lateral sequences but probably we 
cannot define as complete primary miRNA. So I don't know if at nuclear level 
Drosha can recognize it.
My question is: in this way, if Drosha cuts, could then GFP be transported from 
the nucleus to cytoplasm and then translated starting from IRES?
If Drosha does not cut, could this construct (premiRNA-IRES-GFP) be processed 
in the correct miRNA (starting from premiRNA) and it would be translated then 
GFP?
