Sure.

The energy balance model of METRo needs to know if there is water
(solid/liquid state will be determined by surface temperature) present
at the surface. This will have an impact on the transfert of energy.

The model only needs to know wether the road is dry or wet to determine
how this transfert is done.

The same logic is applied for the road condition forecast by METRo. The
physical model process everything and then, based on the value of the
weather element and the quantity of water in the reservoir
(liquid/solid), the road condition is deduced. If you want to have a
look a it, see the RODCON subroutine in lib_therm.f file.
