1. *Set up an institution in each state wherein the MI can register on a batch by batch basis for a 6 month course on improving quality of life. This should include physical, intellectual and moral-ethical enhancement. The course can focus on the following major aspects of the lives of the MI i.e. work, study, exercise, social-skills, self-care ( including medication and personal hygiene ) and recreation. There should be an atmosphere of putting in the best ( by the MI ) without fostering a spirit of competition and/or a "rat-race". While the broad guidelines of the course should be specified it should not be rigid and significant alterations should be made based on the requirements of each of the MI. There should also be a module on the human/rights of the MI and the responsibilities that go with it. Additional electives can be offered in such areas as CBT, familiarisation with computers, office skills, anger-management, impulse control etc* 2. *This course should not be of more than 6 months duration and the MI should be provided free food/accomodation and other trivia ( study-material, stationery etc. )* 3. *There should be no passing percentage for the course and each participant should be given a score based on their performance vis-a-vis the percentage of their disability. Also at the end of the course the participant should be given a certificate recognized by the govt and public/private sector as some ( significant ) percentage of credit for employment and/or further education.* 4. *The instructor to student ratio should not be more than 1:10.* 5. *Some other peripheral issues at the institution ) should be taken care of such as : - A bright/cheerful and hygienic work atmoshpere and so also the accomodation. Most important the institution should not have a dismal air of neglect to foster "discipline" in the participants and to "prepare them to face the so called big bad world - First-aid ( both general and psychiatric ) - Presence of psychiatrists and other mental health professionals - Presence of general-physicians as well as a laboratory to handle primary medical tests - Provision for ambulatory services The ultimate objectives of the course should be : - Exploiting the potential ( mental/physical ) of each consumer to the maximum extent possible - Teaching the consumers how to work as a team whilst maintaining their individual opinions/identities - Developing a positive/motivated attitude to life - To recognize medication and mental health professionals as allies rather than as adversaries - To behave like adults ( which should be initiated by the staff by treating the consumers as adults ) - To be able to think beyond the disability and fit it into the framework of their life rather than the other way round - Last but not the least it should be mandatory that the participants be on maintenance therapy at the time of enrollment and their prescriptions at the time of enrollment be honored except under wellness/life-threatening circumstances.
