Dear All, MoHRD, GOI has set up a Round Table for Universalizing Education to persons with disabilities, SC/ST , and Women. I was invited to participate in the Round Table on behalf of MI. It was chaired by Minister Kapil Sibal . He has agreed to the following suggestions made by me. Expecting GO to be issued soon.
In general, I emphasized the need for a paradigm to extend Sharva Shika Abhyan to universalizing primary and secondary , post secondary education coz here is the case of drop outs of youth/ adults due to disability. The Minister readily accepted it and wanted to know how best to do it under the 12th Plan. i summed up by drawing the attention of the Minister to UN CRPD where the MSJE has identified certain Articles for the Education Ministry esp. Art 8 and Art 25. Art 8 is on promoting awareness in schools and Art 25 is on Services of equity and justice thru education. 1. A chapter on MI in NCERT BOOKS for 11/12th stds. 2. STIGMA BUSTING 3. Free Education for all disabled including MI in NEHRU OPEN SCHOOL / IGNOU whenever they wish to or ready for it. 4. Home tuitions for drop pouts esp in rural areas 5. National Fellowship for Diploma program for tutors in Disability Education ( Ministers Suggestion) 6. Use of technology for MI education 7. Special facilities for MI to write exams such as Scribes, Separate / Quiet Place if required, presence of Counsellors if required, facilities for snacks and medicines. 8. Additional credits to be given to those who work for Disabilities as in the West.
