Bangalore : Karnataka High Court today ordered issue of notice to the state 
government on a PIL seeking a direction to the government to implement a report 
submitted by the National Institute of Mental Health and Neuro Sciences 
(NIMHANS) and Legal Services Authority on health facilities in Parappana 
Agrahara central prison here.

A division bench comprising Chief Justice Vikramajit Sen ordered issue of 
notice on the PIL filed by Amit Anand, a resident of Bangalore, on the lack of 
adequate medical facilities in the Parappana Agrahara central prison.

The petitioner pointed out that as per the report, the prison has a capacity to 
house only 2,100 prisoners whereas about 5,400 prisoners are lodged there.

He also submitted that the report recommends that there should be one doctor 
for every 500 prisoners and one psychiatrist for every 700. As against this, 
there are only four doctors for the 5,400 prisoners and there is no 
psychiatrist at all at the prison.

"It is pointed out in the report that while 76 per cent of the prisoners have 
turned psychic, 71 per cent are suffering from mental depression and 61 per 
cent have become drug addicts", the petitioner stated.
