Certifying mental illness as a disability using IDEAS scale leaves scope
for subjectivity and assessments vary from professional to professional.
There are unhealthy practices, pressures etc. Usually those with 80% or
more disability get permanent disability certificate. Employers insist for
a separate certificate stating that the person with disabilty is unable to
earn livelihood.
We need to have an assessment tool which has least scope for subjectivity.
