I use "bins" to manage my photo albums. It generates a static html photo album from a directory of images. I have this on a webserver in the house and my Wife and I use it to hold and manage all of our photos. Whenever you upload a batch of photos, you regenerate the album. It's setup so it generates an "email sized" picture along with the full size one. You can configure any number of different sizes. So while it isn't exactly what you were asking for, it does get the job done.
