Just to add yet-another way to do the same thing: I like netpbm.
cat $x | jpegtopnm | pnmscale .31 | pnmtojpeg > small$x
There are scads of other things you can do to the images once they're PNMs. 
Here's a list of binaries... many of these can be used to do a number of
