It might be able to do that now: http://www.bleepingcomputer.com/tutorials/tutorial133.html It's also possible to resize NTFS fs's with Win2k and XP using 'diskpart.exe' [which also still works in Vista and what others fall back to when the built-in graphical one in Vista doesn't work]: http://support.microsoft.com/kb/325590 I recently had to do this on Win2k but couldn't figure it out how to do it from the OS itself at the time, so I used 'ntfsresize' program on Linux to do it. In Debian + Ubuntu it's part of the 'ntfsprogs' package. Worked like a charm.
