I'm not quite sure I understand what you're looking for.  There are several 
kinds of open-source billing software, like *medical* billing systems, *ISP* 
billing systems, etc, and I don't know which of those might fit your needs.

There are a bunch of financial programs for Linux at the link below, some of 
which are billing systems:
