Drupal has a book module baked in which handles the hierarchical
structure - http://drupal.org/documentation/modules/book
As a PDF all users could then have an offline version and would be
accessible via any OS or device ( like a pad etc )
Every time I Google this, for book or manual it gives me books or
manuals on web servers, not servers or applications that can create a
pdf document.
You can combine this with the print module
(http://drupal.org/project/print/) to do pdf export.
A good example would be FLOSS Manuals, but it's not apparent what
software they run or how to duplicate it.
You could always ask them.
